Open Question: PENNSYLVANIA: Flashing Lights, Dash Camera, Prisoner Cage, Grill Bar, Crown Vic?

I have a few questions about Pennsylvania law. I'm looking into buying a Crown Victoria Police Interceptor from auction (which is legal). I was wondering if having red, blue, white and amber flashing lights inside the car is legal. These lights would not be used on public roads, but on my private property. Also, is having a dash camera illegal? I don't believe so, but just checking. Also, is having a prisoner cage (the divider between the front and back seat, with plastic seats) and a grill bar (the bar on the front of police cars) is illegal. I'm not looking to impersonate an officer, I think it would be "cool" to have these things in my car. Please do not comment if you're going to do anything but say "yes, it is illegal." or "no, it is legal." And if you are going to comment, please don't comment on what you think would be legal or illegal, I need the actual law. I researched several times and found it is illegal to have lights mounted on a car, even if they're not being used, but then I found that it is legal to have mounted inside, but is illegal to operate on public roads.
